The end-of-year buzz is in full swing. And it’s not just because Christmas is coming … What’s changing for next year :
- New CPAM reimbursement rates in 2024;
- The Monthly Social Security Ceiling (PMSS 2024), which should be set at €3,864 (or €46,368 for the annual PASS ceiling), up by 5.4%.
Many supplementary health insurance rates are indexed to the social security ceiling. So they naturally increase in line with this indexation. In reality, however, this is only part of the price trend. Insurers may decide to make other changes to the rate, either upwards or downwards. Rates can also change intrinsically. For example, in individual supplementary health insurance, there is often an “ageing” factor, which adds an average increase of 2 to 3% each year, representing the ageing of the insured person by one year. To sum up, the price of supplementary individual health insurance can change as a result of multiplicative factors linked to :
- The index to which the product is linked ;
- Ageing ;
- The insurer modifies the basic rate.
Insurers are free to modify their basic rates within the limits of the regulations. This year, for example, entry-level plans have often been more heavily marked up because of the increased cost of 100% health cover. Insurers, mutual insurers and provident institutions are also anticipating an increase in health-care reimbursement scales as part of the negotiations between health-care professionals, the social security system and the government. Overall, the supplementary health insurance market will see a rise in prices in 2024 that has not been seen for many years.
